Fire Protection System Installation in a Developing Country: A Case Study

This case study examines the similarities and differences of fire protection system installation between the United States and Djibouti in East Africa. Topics that will be addressed include: How do you install a sprinkler system without a reliable water source? How can you have a functional fire alarm system with frequent power loss? Where do you find skilled workers in a developing country? How can you adapt to a culturally different or primitive work environment? How could you resolve a lack of local fire departments and security in a developing country?

John Yoo last presented at the Annual SFPE Conference in 2014. Since 2012, he has been employed as a Senior Fire Protection Engineer with the Department of Defense. Prior to this assignment, he was a Fire Protection Engineer with the Department of State for 5 years. In this capacity, he supervised 50 US Embassies' fire protection systems around the world, including Djibouti, Liberia, Ukraine, Uganda, and Zambia. Mr. Yoo earned his BS in Fire Protection Engineering at the University of Maryland and his MS in Civil Engineering from the University of Houston. He is a certified Fire Protection Specialist, and a certified Fire Inspector. Mr. Yoo has also served as an Adjunct Assistant Professor at the University of Maryland University College since 2007. He teaches courses in fire dynamics to undergraduate students. He also served as a certified high school Physics teacher for four years from 1998 to 2002.
