NFPA 25, Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems: Compliant Impairment Programs

NFPA 25 requires inspections and tests of water-based fire protection systems and establishes requirements for system impairments. This presentation will outline the basics of an impairment program and detail case studies where required inspections have revealed system impairments. Also addressed will be how NFPA 25 has been used to implement a successful impairment program to minimize system down time and return systems to service.

Skip Donnell joined Liberty Mutual Property in 1986 as a Loss Prevention Representative in Indianapolis, Indiana. Within six months he was designated as the local property specialist for the state. In his current role, he is an Engineering Manager for the Central Division and member of the Engineering Technical Unit. He is responsible for managing seven Risk Engineers, providing consultative services to customers, technical support for the company's Risk Engineers, the development of internal standards and guidelines, and the development / implementation of new training programs and delivery options. In addition to his experience gained through Liberty Mutual Insurance, he also served as a Volunteer Fire Fighter / EMT/Paramedic for eleven years for a community of approximately 50,000 residents. During that time, he achieved the rank of Commander of the Reserve Division. During that time he was a Certified Fire Instructor in the State of Indiana. Additionally, Skip developed and facilitated courses in Fire Science for Indiana Vocational Technical College in Indianapolis; and developed and facilitated courses for the Indiana Fire Safety Training Association.

Jason Gamache, Liberty Mutual Insurance
Jason Gamache, P.E., is a Technical Consultant for the Liberty Mutual Insurance Engineering Technical Unit in Weston, MA. He provides property loss control and training services to internal and external customers and assists in the development and maintenance of technical engineering standards and resources for Liberty Mutual Risk Engineering. Jason joined Liberty Mutual in May 2013 as a Field Engineer, working in the Northeast Region, and in June 2014 he joined the Engineering Technical Unit. Previously, Jason worked as a Fire Protection Engineer for the US DOT, Engineering Planning and Management, NFPA, and Schirmer (Aon) Engineering. Jason has a BS in Mechanical Engineering and an MS in Fire Protection Engineering, both from Worcester Polytechnic Institute. He is also a Registered Fire Protection Engineer in the State of MA. Jason is also a member of the NFPA 14, NFPA 25, and NFPA 75 Technical Committees.
