Emergency Evacuation -- Don't Assume The First Responders are Responsible |

Would you be surprised to know that the job descriptions for almost all fire, police and EMT’s do not contain anything about evacuations? Have you always assumed that first responders would come get you out because you have a disability? Did you know that during a major event such as a flood, wildland fire, earthquake, etc., there is less than 1 first responder for every 113 people? Or that of those 113 people, 22 of them will have a disability? Anyone able to get into and around a building by themself on a regular basis should have an effective plan to get out unaided. Learn to how to change mindsets and encourage people to be prepared.

Allan Fraser is the Senior Building Code Specialist at NFPA. Before joining in 2000, he had been the Building Commissioner in 5 different Massachusetts municipalities, over a 27-year career. He served on numerous state and regional technical committees. He is a Certified Building Official and a Certified Professional Code Administrator. He serves as Staff Liaison to seven technical committees. He’s the technical liaison to the architects, engineers, and building official section and staffs NFPA’s Accessibility Advisory Committee. He represents NFPA on committees of several other standards developers. Allan authored NFPA’s “Emergency Evacuation Planning Guide for People with Disabilities” and other NFPA accessibility products, which can be downloaded for free on NFPA website.
