Lessons Learned from Starting a New Standard |

This session will provide an overview of the NFPA standards development process for new documents, from the project request through completion of the first edition, as exemplified by the development of NFPA 1616, Standard for Mass Evacuation and Sheltering (scheduled for release in November 2016). The presentation will examine the roles of the Technical Committee Chair, Technical Committee, Task Groups, and NFPA Staff in launching a new standard. In addition, we will examine the document's main themes and discuss important next steps for the future of the standard.

Ryan Depew, NFPA Ryan Depew is a former home builder and career fire fighter with the Chapel Hill Fire Department in Chapel Hill, NC. Ryan has been a Staff Liaison with NFPA for the past 6 years. Currently, he holds the position of Emergency Service Specialist and is Staff Liaison to the following: Technical Committee on Mass Evacuation and Sheltering, Technical Committee on Emergency Management and Business Continuity, Technical Committee on Pre-Incident Planning, Technical Committee on Emergency Service Organization Risk Management, Technical Committee on Fire and Emergency Service Organization and Deployment - Career, Technical Committee on Fire and Emergency Service Organization and Deployment- Volunteer, Technical Committee on Fire Prevention Organization and Deployment, and Technical Committee on Fire Control of Structures Based Upon Fire Dynamics.
Brian O'Connor, NFPA Brian O'Connor has been a staff liaison with NFPA since May 2015. Brian earned his Bachelor's Degree in Mechanical Engineering from Rowan University, in Glassboro, New Jersey and is currently pursuing a Master's Degree in Fire Protection Engineering from the University of Maryland. Currently, he holds the position of Associate Engineer and is the staff liaison to: Technical Committee on Mass Evacuation and Sheltering, Technical Committee on Emergency Management and Business Continuity, Technical Committee on Smoke Management Systems, and the Technical Committee on Electric Generating Plants.
Dean Larson, Larson Performance Consulting, LLC Dr. Dean Larson is the Chair of the technical committee for NFPA 1616, Standard on Mass Evacuation, Sheltering, and Re-entry Programs and NFPA 1600 Standard on Disaster/Emergency Management and Business Continuity/Continuity of Operations Programs. Dean serves on technical committee supporting NFPA 1201 and 1250. He is the Commissioner for the Indiana Emergency Response Commission and a retiree from the Navy as a Captain. He holds a BS, an MA, and a PhD from Purdue and an MS from the Naval Postgraduate School. He teaches Emergency Management and Homeland Security and mentors candidates for doctorates in Emergency Management for Capella University.
