Drones -- Emergency Management, Social Change, and Disruptions

This presentation will address the many uses of unmanned aircraft vehicles (UAVs; or drones) and explain how this new technology has created a paradigm shift in the incident command system's (ICS) emergency management framework. Included will be an explanation of what it takes to legally operate drones, types and uses of drones, privacy issues and ongoing problems associated with safely and securely integrating drones into the National Airspace System (NAS). In addition, the presenter will provide his analysis and a systematic technological procedural solution that will ensure safe and secure integration of drones within the NAS.

Dr. Michael Brown is the President of One World One Way, Inc., a non-profit research corporation in Atlanta, Georgia. He is a member of IAEM, NFPA, Business Executives for National Security, the Association of Former Intelligence Officers, and is a former Air Force Intelligence specialist assigned at what is now the National Air and Space Intelligence Center. This agency is one of the premier agencies for the research and development/collections of foreign and specialized technologies.

Steven Jensen, California State University Long Beach
Dr. Steven Jensen is an advisor in disaster risk management with thirty-five years international experience and a strong grasp of emerging patterns of disaster. This puts Dr. Jensen in a unique position to advance this emerging field. A formative experience for Dr. Jensen was managing refugee camps for the United Nations High Commissioner for Refugees in Southeast Asia. Subsequent experience includes firefighting, emergency management, and academic practices in both New Zealand and the United States. Field work has taken him to East Africa, the Philippines, China, Japan, Mexico and El Salvador. Dr. Jensen received his BA in International Studies from Whitworth University, a MS in Emergency Management from California State University and a Doctorate in Policy from the University of Southern California. His primary research is at the intersection of globalization, hazards, and risk.
