This panel discussion will highlight the emerging application of data science to the field of municipal fire protection (referred to as "Smart Firefighting," "Risk-Based Inspections," or "Predictive Community Risk Reduction"). Initiatives addressed will include FDNY's "Risk Based Inspection System (RBIS)"; New Orleans FD/Enigma's Analytics-Informed Smoke Alarm Outreach Program; Atlanta Fire Rescue/Georgia Tech's Fire Inspection Prioritization Project; and Experian's Mosaic NFIRS and Consumer Lifestyle Segmentation Data Mining Project. The discussion will be framed in the context of NFPA 950, Standard for Data Development and Exchange for the Fire Service, and the wider open data and data sharing efforts.

Matt Hinds-Aldrich, Atlanta Fire Rescue Department Dr. Matt Hinds-Aldrich is an active member of the Atlanta Fire Rescue Department, Assessment & Planning Section, having previously worked as an Assistant Professor and interim Fire Science Program Director at Anna Maria College. While he rarely stays in his own or any other lane, his current work focuses on performance management, organizational problem solving, and implementing community risk reduction. He has researched, written, and presented extensively here and abroad upon concepts like firefighter culture, behavioral economics in public safety, and the unfortunate topic of fire fighters arrested for setting fires. Dr. Hinds-Aldrich also serves on the Board of Directors of Fire 20/20, a national non-profit working to increase diversity and inclusion within the fire service.
Mike Flowers, Enigma.io Mike Flowers is the Chief Analytics Officer at Enigma (www.enigma.io) where he leads efforts to advance the use of data analytics in municipal operations and urban policymaking. He is a recognized leader in promoting the use of civic data. Mike serves as an Urban Science Fellow at NYU. Prior to joining Enigma, he served as the first Chief Analytics Officer for the City of New York in the Bloomberg Administration. In NYC, he founded the Mayor's Office of Data Analytics and spearheaded the Open Data Initiative. Mike has served as a Prosecutor, Legal Counsel, to a US Senate Permanent Subcommittee and a Department of Justice Deputy Director in Baghdad.
Bill Schneider, Experian Marketing Services Bill Schneider has over 20 years of experience in the sales and management of market research and database marketing applications. He has demonstrated success in developing research and analysis techniques which address strategic business objectives and has expertise in demographic and lifestyle consumer segmentation analysis, statistical modeling, and market potential evaluation. Bill is an expert SAS programmer, faculty member of Data University College of Research and Analysis, and has proven written communication, public speaking, and presentation skills.
Bistra Dilkina, Georgia Tech Bistra Dilkina is an Assistant Professor in College of Computing at Georgia Tech. She received her PhD in Computer Science from Cornell University. Bistra works in the area of computational sustainability, a new interdisciplinary research field focused on developing computational and mathematical models and methods for decision making concerning some of the most challenging problems related to sustainability. In particular, she works on optimization and machine learning techniques and their application in sustainable cities and biodiversity habitat conservation. She is also the co-director of the Atlanta Data Science for Social Good (DSSG) program, which partners multi-disciplinary student teams with government and non-profit organizations to solve some of their most difficult problems using data science techniques such as analytics, modeling, and prediction
